Terms and Conditions for Utility Pay Pro
Effective Date: April 24, 2025
Welcome to Utility Pay Pro App, a mobile application for paying utility bills and managing transactions, operated by CODIGO FIN PAYMENT PRIVATE LIMITED, located at 206, Royal Square, Uttran, Surat, Gujarat, 394105, India. By downloading, installing, or using the App, you agree to these Terms and Conditions (“Terms”). If you do not agree, please do not use the App.
1. Acceptance of Terms
These Terms form a legally binding agreement between you and us. We may update these Terms periodically, notifying you via email or in-app alerts. Continued use of the App after changes constitutes acceptance of the updated Terms.
2. Eligibility
There is no age restriction for using Utility Pay Pro, as it integrates with Bharat Connect, accessible to all eligible users. Users under 18 must use the App under parental supervision due to financial transactions.
You must reside in India, as the App is designed for Indian billers and users.
You agree to provide accurate information (e.g., name, email, mobile number) during registration.
3. App Services
Utility Pay Pro allows you to:
- Pay utility bills (e.g., mobile, electricity, gas, water, broadband, DTH, insurance, Fastag, subscriptions) using Bharat Connect’s network.
- Initiate payments via third-party UPI apps (e.g., PhonePe, Google Pay, Paytm), facilitated by PhonePe as our payment aggregator.
- View transaction history and manage your profile.
We reserve the right to modify or discontinue services at any time, with notice where feasible.
4. User Responsibilities
You agree to:
- Accurate Information: Provide correct details for registration and bill payments (e.g., consumer numbers, biller IDs).
- Account Security: Keep your login credentials confidential and notify us immediately of unauthorized access.
- Lawful Use: Use the App only for legal purposes and in compliance with Indian laws, including RBI regulations for UPI transactions.
- Payment Verification: Verify biller details and amounts before initiating payments, as errors may delay processing or require refunds.
You agree not to:
- Misuse the App (e.g., hacking, reverse-engineering, submitting false data).
- Use the App for unauthorized commercial purposes.
5. Payment Process
How It Works: You select a biller, fetch bill details via Bharat Connect, and redirect to a third-party UPI app to complete payment, facilitated by PhonePe as our payment aggregator. We generate a secure payment link but do not process or store payment data.
Fees: We charge no fees for transactions. Standard third-party UPI app fees may apply, which we manage to avoid additional costs to you.
Refunds: If a payment fails and the amount is debited from your account, we will process a refund within 48 hours of the failure, subject to verification with PhonePe and the biller.
Transaction Issues: Payment success depends on third-party UPI apps, PhonePe, and billers. We are not liable for delays, failures, or errors caused by these parties, but we will assist in resolving issues promptly.
6. Customer Grievances and Dispute Resolution
Grievance Redressal: If you have concerns (e.g., payment issues, refunds), contact us at [email protected] or +91 9016102025 (10 AM to 6 PM IST). We aim to resolve grievances within 7 business days.
Turnaround Time: Payment disputes (e.g., failed transactions) are investigated within 48 hours, with refunds processed within 48 hours of confirmation, if applicable.
Escalation: If unresolved, you may escalate to our nodal officer or approach regulatory bodies like the RBI Ombudsman.
Legal Disputes: Any legal disputes will be resolved in the courts of Surat, Gujarat, India, governed by Indian laws. You agree to attempt informal resolution by contacting us first.
7. Intellectual Property
The App, its design, code, and content are owned by Utility Pay Pro or licensed to us. You may not copy, modify, or distribute any part of the App without permission.
You grant us a non-exclusive, royalty-free license to use biller inputs (e.g., consumer numbers) solely for processing payments via Bharat Connect.
8. Privacy
Your use of the App is subject to our Privacy Policy (available at utilitypaypro.com/privacy), which explains how we collect, use, and protect your data.
9. Limitation of Liability
As-Is Service: The App is provided as it is without warranties of uninterrupted or error-free service. We strive for accuracy but do not guarantee biller data or payment success, as these rely on Bharat Connect, PhonePe, and UPI apps.
Liability Cap: To the extent permitted by law, our liability for any claim arising from the App is limited to ₹1,000.
No Indirect Damages: We are not liable for indirect, consequential, or incidental damages (e.g., loss of profits) arising from App use.
10. Indemnification
You agree to indemnify us against claims arising from your misuse of the App, violation of these Terms, or submission of inaccurate payment details.
11. Termination
By You: You may stop using the App and delete your account at any time via profile settings, with immediate data deletion (except transaction data retained for legal purposes).
By Us: We may suspend or terminate your access for violating these Terms, suspected fraud, or legal requirements, with notice where possible.
Upon termination, your data will be handled per our Privacy Policy.
12. Governing Law
These Terms are governed by the laws of India. Any disputes will be resolved in the courts of Surat, Gujarat, India.

14. Miscellaneous
Entire Agreement: These Terms, with the Privacy Policy, constitute the full agreement between you and us.
Severability: If any provision is invalid, the remaining Terms remain enforceable.
No Waiver: Our failure to enforce any right does not waive it.
